     We reviewed principles of vessel safety and what it means.  Where do we go from here – regulations or education?  David Frasier and Gordon Young of Canada discussed vessel stability and safety.  As questions of commercial fishing vessel captains and crew or make regulations mandatory fleetwide for stability.  Could mandatory rules make it to the States?
