In March 2004, the Maine Legislature directed the Land and
Water Resources Council (LWRC) to undertake a study of how a system of bay
management might work in Maine. The staff of the State Planning Office and
DMR were delegated to conduct a two year study, with input from a steering
committee, to “explore and document potential new and innovative concepts
for the management of Maine’s embayments…” As part of that work the
Legislature required that the LWRC create one or more pilot projects
involving “marine resource users and other affected stakeholders…” This
seminar reviewed the legislation passed last year, the public participation
plan, and the work to date on the pilot.
